18 Infrastructure Projects Proposed by Council to Receive LRCI Funding

The Hills Shire Council will receive $1.88 million under the Australian Government’s Local Road and Community Infrastructure (LRCI) Phase 4 Program to fast-track 18 infrastructure projects.

The LRCI program supports Australian councils to deliver priority local road and community infrastructure projects in their region.

$689,142 of the $1.88m Phase 4 funding has been allocated specifically for road projects in rural, regional and outer urban areas. This funding will be used to improve Chapel Hill Road, Sackville North and River Road, Lower Portland/Leets Vale, which were damaged during the March and July 2022 floods.

Mayor of The Hills Shire, Dr Peter Gangemi was pleased that all the projects that Council recommended for the LRCI Phase 4 Program will receive funding.

“I would like to thank the Australian Government for funding these much-needed projects that will go a long way to helping people move around and keep active in the Shire,” Mayor Gangemi said.

“These projects will be greatly appreciated by our local residents and will add to the sense of community in The Hills.

“I’m looking forward to seeing these projects come to fruition, particularly the proposed improvements to Chapel Hill Road and River Road, which were decimated by the 2022 floods.”

Federal Member for Berowra Julian Leeser MP reflected on the importance of this funding.

“Each of these projects are well-deserving recipients of this support,” Mr Leeser said.

“Investing in these projects will make an all-important difference for people coming together through our local sporting teams, and to the safety of pedestrians.”

One of the projects funded under the LRCI Phase 4 Program is the renewal of the ball stop fencing at Kenthurst Park. President of Kenthurst & District Football Club Sue Torville conveyed her appreciation for the funding of the project.

“Kenthurst & District Football Club are very grateful to The Hills Shire Council and Julian Leeser MP for including the fencing of our bottom field in the funding program,” Mrs Torville said.

“The new fencing will improve safety and help keep the football on the field.”

The 18 projects funded under the LRCI Phase 4 Program in The Hills Shire include:

  • $20,000 upgrade of cricket training nets at Arnold Avenue Reserve, Kellyville
  • $30,000 to install two basketball rings and line marking at Arnold Avenue Reserve, Kellyville
  • $150,000 to replace worn turf area between Field 1 and amenities at Bernie Mullane Sports Complex, Kellyville
  • $60,000 to replace worn turf area between Fields 1 and 2 and amenities at Caddies Creek Sports Complex, Beaumont Hills
  • $175,000 for a new dog off-leash facility and pathway at Colbarra Place Reserve, West Pennant Hills
  • $30,000 to install two basketball rings and linemarking at Coolong Reserve, Castle Hill
  • $75,000 for new drainage for Field 4 at Crestwood Reserve, Baulkham Hills
  • $35,000 to renew the cricket wicket on Field 6 at Fred Caterson Reserve, Castle Hill
  • $130,000 to renew the ball stop fencing at Kenthurst Park, Kenthurst
  • $20,000 to upgrade the water play pump at Heritage Park, Castle Hill
  • $15,000 to construct a new footpath at Ensign Place, Castle Hill
  • $240,000 to construct two additional netball courts with lighting at Kellyville Netball Complex, North Kellyville
  • $100,000 to construct a new playground at Kellyville Park, Kellyville
  • $45,000 to install pedestrian safety fencings outside Excelsior Public School at Elberta Avenue, Castle Hill
  • $29,271 to remove vegetation from around pedestrian and road bridges at various locations
  • $40,000 to install new pathway bollard lighting at Ironbark Ridge Reserve, Rouse Hill
  • $489,142 for drainage improvements, localised pavement widening and guardrail not covered by declared natural disaster funding at Chapel Hill Road, Sackville North
  • $200,000 for embankment stabilisation arising from recent flooding events not covered by declared natural disaster funding at River Road, Lower Portland/Leets Vale
