Adoption Of Blacktown Overland Flow Flood Study

The Blacktown Overland Flow flood study was adopted by Council on 22 May 2024. From 3 July 2024, new planning controls will apply to land within the Blacktown Overland Flow flood study area.

Under the NSW Government’s Flood Prone Land Policy, outlined in the Flood Risk Management Manual (2023), all Council’s have a duty of care to manage lands subject to flooding within their local government area. The policy outlines the flood risk management processes by which councils should operate to reduce the risk to life, property and other impacts from flooding.

One of our obligations under this policy is to keep flooding information within Blacktown City Council up-to-date. The new flood study will provide information, guide development and identify areas at higher risk of overland flow throughout our City. A map of the new flood planning area can be found .

The Blacktown Overland Flow flood study was exhibited between 2 May 2023 and 23 June 2023.
