Planning Minister Rita Saffioti has announced new zoning of approximately 65ha for a waterfront precinct at Ocean Reef, which will enable works to commence on the long-awaited marina redevelopment.
Following the passing of necessary legislation and the granting of environmental approvals earlier this month, Minister Saffioti has tabled changes to the Metropolitan Region Scheme (MRS) to consolidate marine and land uses in the area and allow for expansion of the existing harbour and creation of a world-class destination.
The McGowan Government has committed $120 million over the life of the project, including $35 million over the first four years to complete detailed design and commence construction. The project is also expected to attract over $500 million in private sector funding.
It is anticipated hundreds of jobs will be created during the design and construction phases, with the final development stimulating further long-term employment opportunities.
When complete, Ocean Reef Marina will provide much-needed boat pens and stackers, waterfront cafes and restaurants, new residential, hotel and short-stay accommodation, and a mix of retail and commercial spaces.
The MRS amendment follows a rigorous planning process that included community and stakeholder consultation, and contributes to the range of approvals necessary to progress the proposed marina redevelopment.

As stated by Planning Minister Rita Saffioti:
“I am delighted that we are one step closer to having a world-class waterfront precinct on the doorstep of our expanding northern corridor.
“This amendment signals an important milestone for this much-anticipated project that will create hundreds of jobs and provide an activated public precinct for everyone to enjoy.
“Through Development WA, the State Government will continue to work with the City of Joondalup, the community and key stakeholders to develop a destination marina that will offer fantastic amenities for locals and visitors alike.”
As stated by Joondalup MLA Emily Hamilton:
“This is another milestone for the marina, following the Marmion Marine Park Reserves Bill 2019 that successfully passed through both houses of Parliament recently.
“Ocean Reef Marina will eventually be an attraction that will attract thousands of visitors and investment into the wider northern suburbs of Perth.
“It will also be a hub of employment for northern suburbs locals, both during construction and operation of the marina.”
