Victoria is experiencing a rise in COVID-19 cases as we head into the summer festive season. It’s as important as ever to test yourself so you can keep your family and community safe.
Free Rapid Antigen Tests (RATs) are now available for priority and high-risk community members to collect at the following Council sites:
- Bargoonga Nganjin North Fitzroy Library – 182 St Georges Road, North Fitzroy
- Carlton Library – 667 Rathdowne Street, North Carlton
- Collingwood Library – 11 Stanton Street, Abbotsford
- Fitzroy Library – 128 Moor Street, Fitzroy
- Richmond Library – 415 Church Street, Richmond
- Richmond Recreation Centre – 11-15 Gleadell St, Richmond
- Fitzroy Swimming Pool – 160 Alexandra Parade, Fitzroy
- Collingwood Leisure Centre – 2-28 Turnbull St, Clifton Hill
Who can get the free RATs?
Twenty tests are available each visit for people with a disability. Carers can also collect the tests on behalf of people with a disability.
These include:
- NDIS participants
- disability support pensioners
- people with a disability who receive a Transport Accident Commission (TAC) benefit.
Five tests are available each visit for people 70 years or older, immunocompromised people and people with concession cards.
Eligible concession cards include:
- Seniors card
- Pensioner Concession card
- Commonwealth Senior Health Care card
- Health Care card
- Low Income Health Care card
- Department of Veterans’ Affairs Gold, White or Orange cards.
If multiple people are listed on any of these cards, they are entitled to receive free RATs.

During this time, it’s important to stay up to date on your COVID-19 vaccinations and boost your immunity.
Everyone aged 30 years or over are eligible for four doses of the vaccine. If it’s been more than three months since your last dose, you can book in now.
