Expression of Interest for First Nations Mural

Atkinson Street Car Park in Oakleigh

We’re seeking Expressions of Interest (EOI) from First Nations artists to design and implement a First Nations themed mural on an existing wall of the Atkinson Street multi-level car park (129-133 Atkinson Street, Oakleigh).

This project is funded through the Victorian Government’s Department of Jobs, Skills, Industry and Regions’ Living Local Suburban Grants Program, with funding matched by Council’s 2023/24 Annual Budget.

This mural aims to:

  • celebrate the rich First Nations history of Monash and/or Oakleigh
  • promote education and discussion about First Nations cultural heritage
  • foster community pride and a sense of belonging
  • provide a welcoming and fitting gateway to the vibrant Oakleigh Activity Centre
  • provide professional opportunities for local and upcoming First Nations artists
  • improve community safety and reduce tagging and bill posting.

Commissioning a First Nations mural aligns with Council’s recently endorsed . Our Reconciliation Action Plan outlines the shared approach Council will take to work alongside Aboriginal and Torres Strait Islander peoples to advance reconciliation in our workplace and across the Monash municipality.

Closing date for artist submissions is 5pm on Friday 11 August 2023.

EOI Process

Please read the First Nations Mural EOI and First Nations Mural Artist’s Brief below for further project context and the objectives and requirements of the proposed artwork.

First ³Ô¹ÏÍøÕ¾ artists are encouraged to provide Council with the following as part of your EOI:

  • a Curriculum Vitae, including 3 relevant referees
  • up to 3 digital images of previous mural work
  • up to 500 words indicating your interest in the project and/or proposed approach
  • a copy of current public liability insurance certificate. (Note: applications will be accepted if this is not currently available but will be required prior to signing of the contract if your proposal is selected.)

We do not expect fully realised designs at this stage, but we want an idea of what you plan to do, why you plan to do it and your experience in similar projects.

No fee is offered for the EOI phase. Artists will retain copyright in submitted designs throughout the EOI selection process.

Following the EOI phase, up to three artists will be selected to develop two concept designs for which they will be paid $850 (including GST) each, after which only one concept will be selected for development, community engagement and implementation.
