Finalisation of DCP amendments

In accordance with Council’s Resolution from the Council Meeting of 21 March 2023, amendments to Council’s Development Control Plan with respect to the Bella Vista and Kellyville Station Precincts came into force on 3 April 2023 and are now available for viewing on Council’s Website. The amendments introduce a new site specific section (Part D Section 26 – Bella Vista and Kellyville Station Precincts) and amend the existing Part D Section 7 – Balmoral Road Release Area of The Hills Development Control Plan (DCP) 2012.

The new DCP Section for the Bella Vista and Kellyville Station Precincts seeks to regulate future built form and ensure high quality development outcomes that reflect the intended character for the Precinct as a highly liveable transit centre. This new DCP Section only applies to areas of the Bella Vista and Kellyville Station Precincts which are not subject to the State Significant Development Applications (SSDA) recently approved by the State Government. The SSDA applies to the majority of the Station Precincts and development outcomes in these locations are expected to be guided by Urban Design Guidelines that form part of the SSDA.

Amendments have also been made to Part D Section 7 – Balmoral Road Release Area of the DCP to avoid duplication of development controls and facilitate orderly development for adjacent land that was also rezoned as part of the Government’s Planned Precinct Program in 2017.
