About the team and what we offer

About the Authority

The Climate Change Authority is an independent statutory body established to provide expert, evidence-based advice to the Australian Government on climate change. The Authority’s work includes:

  • advising on Australia’s climate change targets and progress towards those targets;
  • conducting reviews of the Emissions Reduction Fund, ³Ô¹ÏÍøÕ¾ Greenhouse and Energy Reporting scheme and the Safeguard Mechanism, as well as other requested reviews; and
  • undertaking climate change research.

About the Team

The Authority’s Corporate Branch works collaboratively as a multidisciplinary team to provide strategic and operational services and advice across the agency’s finance, procurement and human resource functions and maintain the Authority’s corporate governance framework and compliance. The team are also responsible for all security matters across the Authority including ICT and facilities management.

The Opportunity

The Manager, Finance, Procurement and Governance will work closely with the General Manager, Corporate and other members of the executive leadership team including the CEO to manage the Authority’s corporate functions including finance, procurement, governance and compliance, property and security.

  • Tertiary qualification in Accounting, Commence or Business or another related discipline
  • Present with exceptional judgement and integrity
  • Be an accomplished executive who possesses collegiate leadership and collaborative quality style
  • Demonstrate strong stakeholder engagement skills with proven ability to build and maintain working relationships with diverse internal and external stakeholders.
  • Strategy development along with change management, workforce planning and management, complex planning skills and demonstrated operational delivery experience in a challenging environment
  • Well-developed interpersonal skills that foster trust and cooperation, and a proven ability to work effectively and with integrity.
  • Ability to work in a fluid environment, remaining flexible, agile and adaptable supporting colleagues at short notice.

What you will do

  • Manage the Authority’s corporate functions, including finance, procurement, risk and compliance, security and facilities management.
  • Lead and manage teams, contributing to staff professional development, monitoring and reporting on performance to identify emerging issues in relation to the business of the team, developing and implementing strategies and actions to address any issues.
  • Lead process improvements across the Agency’s corporate governance, organisation, management and processes.
  • Identify and manage risks associated with the delivery of strategic initiatives, ensuring balance of government, customer and regulatory requirements.
  • Engage and build productive work relationships with the Authority’s shared service providers.
  • Ensure the implementation and management of corporate governance frameworks and compliance reporting.
  • Management reporting and governance in accordance with the Authority’s policies and procedures and meet any legislative requirements.

Eligibility and security clearance

To be eligible for employment in the APS and the Authority, applicants must:

  • Be an Australian citizen or going to be granted Australian Citizenship before commencement. You may be asked to provide evidence of this.
  • Undertake a pre-employment security assessment and subsequent security clearance. All staff are required to have a minimum baseline security clearance however some roles will require a higher level security clearance. If you are offered a role and do not have a current security clearance, we will work with you to arrange for this to be undertaken.
  • Be medically fit to undertake the duties of the job.

This position requires a NV1 security clearance. The successful applicant will be required to obtain and maintain a clearance at this level.

This is a non-ongoing or temporary role with the view of permanency. This advertisement is to fill current vacancies and create a merit pool for future ongoing or non-ongoing vacancies arising over the next 12 months.

The Authority offers Individual Flexibility Arrangements where appropriate to ensure competitive salaries compared with similar roles elsewhere in the APS. The Authority is based in Canberra.

The Authority’s Enterprise Agreement and policies provide for a flexible working environment to assist staff balance their work and home life. Staff and managers work together to balance the operating needs of the work unit with the needs of the individual.
