New Family Violence Reform Implementation Monitor

  • Minister for Prevention of Family Violence

Former Victorian Corrections Commissioner Jan Shuard PSM has been appointed the new Family Violence Reform Implementation Monitor (FVRIM).

Ms Shuard’s appointment will begin her role in October, replacing Tim Cartwright APM.

The position of Monitor was an important part of the Labor Government’s landmark Royal Commission into Family Violence in 2016 to ensure the implementation of the Commission’s family violence reform package is being done correctly.

Ms Shuard served as Commissioner for Corrections Victoria for five years, overseeing the state’s adult corrections system. Her outstanding contribution to the public service was acknowledged in 2011 with a Public Service Medal.

She has worked on family violence rehabilitation and prevention and the coordination of prisons across the Victorian and Western Australian justice systems.

Tim Cartwright APM finishes in the role this week, with Simon Kent to serve as the acting FVRIM until October. Mr Cartwright was the inaugural Monitor and served for three years, allowing the family violence reform effort to benefit from his years of dedicated public service in the police force.

The Labor Government has invested a record $2.7 billion in implementing all 227 recommendations of the Royal Commission into Family Violence, to support victim survivors and end family violence.

Reforms keeping women and children safe include support and safety hubs, perpetrator programs, new laws, specialist courts and relationships education in schools, and our world-first reform agenda will continue.

The FVRIM was established in 2017 as an independent statutory office responsible for monitoring and reviewing family violence reforms following the Royal Commission.

As noted by Acting Minister for Prevention of Family Violence Martin Foley

“We welcome Jan Shuard in her role as Monitor and know her outstanding experience will make a great contribution as we support victim survivors, hold perpetrators to account, and end family violence.”

“Family violence is a national emergency, which is why we established the nation’s first Royal Commission into Family Violence and accepted all 227 recommendations it made.”

As stated by Family Violence Reform Implementation Monitor Jan Shuard PSM

“It’s a privilege to take up this position and be part of implementing the Royal Commission’s recommendations – I look forward to helping create a safer state for all.”
