New framework makes accountabilities clear for addressing sexual misconduct at WHO

In July 2023, WHO launched its first-ever WHO Accountability Framework for the Prevention of and Response to Sexual Misconduct (PRS Accountability Framework), which identifies and clarifies the primary accountabilities for different categories of WHO personnel, implementing partners, and other collaborators.

The PRS Accountability Framework, situated within the broader WHO Accountability Framework, draws from and it’s It clarifies specific accountabilities that all personnel, collaborators, managers and leaders are expected to fulfil to fully achieve zero tolerance for any form of sexual misconduct, inaction against it, and for retaliation against those who report or bear witness.

In meeting these accountabilities, WHO will be able to take proactive, agreed upon and preventive actions so that sexual misconduct does not happen in the first place. When incidents occur, the accountabilities ensure that the Organization, and all accountable officials and functions, provide fair, timely and sufficient support and protection to victims and survivors in line with the Organization’s victim- and survivor-centred approach (VSCA); ensure due process to alleged perpetrators, and timely disciplinary measures when charges are substantiated; and protect witnesses and bystanders.

Importantly, the PRS Accountability Framework clarifies and communicates precisely the obligations of officials and functions in preventing and responding to sexual misconduct. In turn, this will guide their learning and capacity development, and clarify the support they need from the Organization. Consequences for not fulfilling the stated accountabilities will be based on WHO’s regulatory and policy frameworks, and by provisions in contractual agreements with key collaborators and partners.

The PRS Accountability Framework was widely consulted across key stakeholders, including with all 194 WHO Member States. It will be periodically reviewed to keep it relevant and useful, while ensuring it is supported by tools, guidance and assistance for all cadres of the WHO workforce.
