New neighbourhood next to Olympic Park

Lidcombe’s Carter Street Precinct will be transformed into a green and vibrant new community with the NSW Government finalising a Master Plan to deliver new open space and primary school site, a bustling village centre and up to 6,200 new homes.

Deputy Secretary for Place and Infrastructure in Greater Sydney at the NSW Department of Planning, Infrastructure and Environment, Brett Whitworth, said the new Master Plan will give the area all the ingredients to become a thriving precinct with a quick connection to Sydney Olympic Park and the future Sydney Metro West.

“Carter Street will be a wonderful place to raise a family, centred around three hectares of open space connected to a primary school, a vibrant village centre and pedestrian and cycle paths linking to the existing network and to Sydney Olympic Park,” Mr Whitworth said.

“This new Master Plan includes land for expanded open space, a new site for a future primary school, land for widening Hill Road, a community centre and provision for an additional 700 homes near the proposed new Sydney Metro West station at Olympic Park.

“Height limits will vary across the precinct with higher buildings closer to the future Metro West Station to allow more homes within walking distance of public transport, connecting people to jobs, hospitals and universities at Parramatta, Westmead and in the

Sydney CBD.”

The extra heights allowed for some buildings will be offset by a reduction in car spaces to reduce traffic and encourage public transport use. Among the features to encourage walking and cycling, there is a tree-lined pedestrian ‘spine’ running east-west through the precinct.

“Our new Development Framework ensures each building will have an individual architectural character, all set in a leafy precinct criss-crossed by cycleways and pedestrian pathways,” Mr Whitworth said.

“We are putting quality urban design at the heart of the development, with a design excellence panel to review any building 10 metres or higher to ensure this neighbourhood is both very liveable and aesthetically pleasing.”

As part of the masterplanning the Department has secured land for the Hill Road upgrade, a new school site and more than three hectares of land for public open space, as well as land and works for a new village plaza and community centre through state planning agreements.

This will ensure developers helping provide the right infrastructure at the right time to support new growth.
