Greater Shepparton City Council (Council) is currently commencing planning and investigation works to support a future community in Kialla.
The Kialla North Growth Corridor is generally bound by the Broken River to the north, Archer Road to the west, River Road to the south and Doyles Road to the east.
This new Growth Corridor will boast strong connections to the Broken River, vibrant open spaces, and quality community infrastructure, amongst other things, and is the focus of a master planning process that has now commenced.
Council undertook an investigation into the suitability of the land to accommodate residential uses in 2015. As part of this process, a model of flood behaviour and conceptual masterplan was prepared for the subject land, ultimately finding that the land is suitable for residential and rural residential development, subject to additional detailed investigations.
A Precinct Structure Plan (PSP) and Development Contributions Plan (DCP) are required before subdivision of the land can occur. The PSP will determine appropriate densities for the future development of the land and the DCP will identify all shared regional infrastructure required to support development. Critically, the DCP will outline the cost of this infrastructure and apportion it across the growth corridor.
To assist in the preparation of the PSP and DCP, Council is preparing a Traffic Impact Assessment (TIA), an Integrated Water Management Plan (IWMP) and an ecological assessment for the land. Following the completion of these documents, Council will commission all remaining documents required to finalise the PSP and DCP. This work is expected to take two years to complete and will be followed by a planning scheme amendment process to facilitate subdivision of the land.
Council is now undertaking pre-draft consultation with all landowners and occupiers of land within the growth corridor area, as well as any interested stakeholders in the wider community, to obtain feedback that will inform the preparation of the TIA, IWMP and ecological assessment.
