Notice of Decision to issue Planning Permit for Carisbrook Flood Levee

At Tuesday night’s Ordinary Meeting of Council (25/02), Council determined to issue a Notice of Decision to grant a planning permit for the Carisbrook Flood Mitigation Levee works – stage 3 and 4.

The planning permit involves the construction of a flood levee, associated earthworks and infrastructure and utility installation.

The decision follows the advertising of the planning permit in December, 2019 where three submissions were received by Council.

Central Goldfields Shire Chief Administrator Noel Harvey said Stage 3 and 4 were the final stages of the flood mitigation works that will see the construction of the levee.

“Since we commenced as administrators, this project has been a major focus and we’ve remained committed to supporting the Carisbrook community in managing flood mitigation.

“The decision is a significant milestone in the history of this project and we’re very happy to see it now move to the final stage. We acknowledge it’s been a long process for the community of Carisbrook.”

Stages 3 and 4 consist of extensions to stage 1 and 2 of the levee which were constructed in 2016 and is proposed across a number of land titles.

Stage 3 and 4 is a continuation of the Pleasant Street/Wills Street section (stage 1) of the levee. The levee then intersects the Pyrenees Highway and continues under the highway via a number of culverts and will continue for approximately 1.55 km to a section of land just north of Williams Road.

The levee project has been designed in response to major floods which occurred in 2010 and 2011.

Significant consultation with the Carisbrook community has been undertaken over a number of years as well as consultation with referral agencies, public and private land owners prior to the planning application being lodged.

A planning permit will be issued for the Carisbrook Flood Levee following a 28-day appeal period providing there are no appeals to VCAT.
