Department of Chief Minister and Cabinet Review into Policing in the Northern Territory Underway

A comprehensive review into policing in the Northern Territory officially commenced on September 1, 2023. The review, led by former NT Police Officer and Northern Territory Police Association (NTPA) President Vince Kelly, APM aims to enhance accountability, transparency, and the overall effectiveness of NT Police.

Mr. Kelly’s extensive policing career began in 1987, taking him to various NT communities, including Alice Springs, Ali Curung, Katherine, and Darwin. His journey evolved from early operational roles in community policing to Senior Detective positions handling complex criminal investigations. He eventually transitioned into senior management roles, working closely with diverse organisations in the public and private sectors.

Between May 2001 and May 2015, Mr. Kelly held the position of President/CEO of the Northern Territory Police Association (NTPA) and he served as the President of the Police Federation of Australia (PFA) for seven years. Throughout his tenure as NTPA and PFA President, Mr. Kelly was a passionate advocate for Indigenous and addressing alcohol-related issues.

Mr. Kelly will lead a team of senior police and government officials with expertise in policing, human resources, and finance throughout the review process.

The review will examine if current resources allow the NT Police to deliver best-practice policing, in collaboration with other relevant government agencies. An important goal of the review is to enhance the accountability and transparency of the NT Police in meeting reasonable community expectations.

A final report will be provided to the NT Government by the end of March 2024, marking the first comprehensive review of its kind in over a decade.

The review team encourages submissions and input from various stakeholders, including NTPFES members and staff, government officials, and community-based organisations.

The team will be visiting major centres and remote stations across the Territory.
