At the monthly Planning Delegated Committee Meeting on Wednesday 13 March, Ballarat City Council considered the following items:
Ballarat Planning Scheme Amendment C245BALL: Heritage protection for Lintel Grange ³Ô¹ÏÍøÕ¾stead Complex
The application before Council was to consider written submissions to the application and determine whether to request the Minister for Planning appoint an Independent Planning Panel.
The site is currently used as a private car parking area, with space for 12 cars.
Background
The original application saw Council resolving to request the Minister for Planning apply an Interim Heritage Overlay to the homestead in July 2023.
This was applied to the property on 6 September 2023.
Following this a total of 47 submissions were made objecting to the amendment, and 4 submissions were made in support of the amendment.
Consultation continued with the submitters and following these, 28 objecting submitters withdrew their submissions.
Outcome
Upon considering the submissions, Council determined to request the Minister for Planning to appoint an Independent Planning Panel to consider the submissions.
Council also resolved to support the proposed post-exhibition minor changes to the amendment (the Statement of Significance and Heritage Citation), to better address the primary and secondary heritage significant elements of the Lintel Grange ³Ô¹ÏÍøÕ¾stead.
Creswick Road – Osborne House interim and permanent heritage overlay
The application before Council was to consider the interim heritage overlay of 214 Creswick Road Ballarat Central following a request to demolish the dwelling and outbuildings.
City of Ballarat officers completed a heritage assessment of the property and determined it was of local heritage significance.
Outcome
Council resolved to request the Minister for Planning apply an Interim Heritage Overlay to the property until 13 March 2025 and seek authorisation to apply for permanent heritage control for the property.
