Council has endorsed a list of nominated roads being submitted for reclassification to the Independent Panel as part of the NSW Government’s Regional Road Transfer and Road Classification Review project.
The NSW Government signalled that it would reclaim up to 15,000km of Regional Roads in order to ease the burden of road costs on councils and local ratepayers and support councils to better manage and maintain the rural road network.
Councils can now make submissions to the panel by 25 September 2020.
WWCC is seeking to transfer/reclassify the following roads:
Transfer to a State Road
- MR384 Tumbarumba Road from the north bound access to the Hume Highway to the boundary with the Greater Hume Shire Council.
Reclassification to a Regional Road
- Holbrook Road from Bourke Street to Red Hill Road
- Glenfield Road from Red Hill Road to Urana Street
- Pearson Street from Urana Street to the Sturt Highway
- Byrnes Road from Merino Road to the boundary with Junee Shire Council
Reclassification to a Local Road
- Bourke Street from Holbrook Road to the railway crossing
- Docker Street from the railway crossing to the Sturt Highway
Reclassification to a Regional Road and transfer to a State Road
- Eunony Bridge Road from the Sturt Highway to Oura Road
- Byrnes Road from Oura Road to Merino Road
- Merino Road from Byrnes Road to the Olympic Highway

Support for dam infrastructure communication
A recommendation for the need to start the communication process with all levels of government towards the construction of a new and larger dam to replace Burrinjuck Dam has been supported by Council.
A Notice of Motion to Council outlined the future need for the major project, which would also include infrastructure downstream from Wagga Wagga, and also the potential benefits this would bring to the region.
Council agreed to receive a report back when responses from a number of government representatives and other organisations were received during the communication process.

Review for truck interchange facility
Council has agreed to receive a report which reviews and identifies possible solutions for truck interchange facilities in Wagga Wagga.
A Notice of Motion to Council outlined that the facility had been identified as a “short term” project in the Wagga Wagga Integrated Transport Strategy and Implementation Plan 2040.
Council agreed to a review which would examine a range options for delivering a truck interchange facility sooner rather than later.

Peter Street DA approved
A Development Application (DA) for additions, alterations, change of use and consolidation of three lots in Peter Street has been approved by Council.
The DA was referred to Council for determination as a Councillor was nominated on the DA as a director of the company that owns the land.
The application relevant to 69, 71 and 73 Peter Street was approved subject to conditions.

Report deferred for workshop discussion
Council has deferred consideration of a report which recommends a donation to Carevan to continue providing food security through the Community Support Program.
Councillors will discuss the report at a confidential workshop before it comes back to Council.

DA conditions on road to be enforced
Council will proceed to enforcement action of Development Application approval conditions related to the expansion of Rocky Point Quarries on Tooyal Road, Euberta.
As part of the DA approval Tooyal Road was to be sealed, at the developer’s cost, to minimise the impacts of heavy vehicles.
It is recommended that a further report be provided to Council in November 2020 to confirm the outcome.

Process for mayoral election decided
The election of the city’s Mayor and Deputy Mayor will take place at the 28 September 2020 Ordinary Meeting of Council and is expected to proceed by ordinary ballot, as outlined and recommended in a report to Council tonight.
Both positions will be for the next 12 months until local government elections are held on 4 September 2021. This year’s elections were postponed due to the pandemic.

LGNSW Annual Conference representatives
The Mayor Cr Greg Conkey and Councillors Dallas Tout, Vanessa Keenan and Dan Hayes were endorsed as the representatives to attend the Local Government NSW Annual Conference, to be held online on 23 November 2020.
Outlined below are motions for submission to the conference on behalf of Wagga Wagga City Council:
- Adult lay down change facilities: LGNSW continue to advocate for adult lay down change facilities to be installed on NSW highways.
- Accessible Athletics Fields: LGNSW advocates to State and Federal Governments to improve athletics facilities to increase accessibility and involvement for participants with a disability.
- Code of Conducts Complaints: LGNSW advocate for more resources from the State Government to address code of conduct complaints.
- Standards for Solar Farm Glare: LGNSW advocate for guidelines in relation to the impact of glare from solar farms on nearby residents.
- Airport Security Upgrade Costs: LGNSW advocate to State and Federal Government for support in the cost of airport security screening for regional airports.
- Arts and Entertainment Sector Support: LGNSW advocate to State and Federal Government to support the arts and entertainment sector throughout NSW, especially in regional areas due to COVID-19.
