Lake Colac Caravan Park Lease – Public Submissions
Council’s intention to lease the Lake Colac Caravan Park at 51 Fyans Street, Colac, was advertised from 29 July 2022 to 9 September 2022 and no public submissions were received. Council confirmed at the September Council meeting its intention to lease the land and authorised the Chief Executive Officer or their nominee to now decide in-principle a preferred proponent for the future lease through a review of Expressions of Interest received. Council also authorised the Chief Executive Officer or their nominee to negotiate proposed lease conditions before Council formally determining the lessee and final lease in accordance with the provisions of the Local Government Act 2020.
Governance Rules Review – Consideration of Submissions and Adoption
Council adopted the revised Governance Rules, with updates included for electronic attendance and participation and public questions and responses. The Governance Rules will come into place from Thursday 29 September 2022 and will be placed on the website soon.
Review of Council’s Audit and Risk Committee Charter
A new Audit and Risk Committee Charter was endorsed to guide the next annual workflow of this committee. The Charter is reviewed annually to ensure it remains current. See the Council Meeting agenda to view the revised Charter.
Update S6 Instrument of Delegation Council to Council Staff
Bi-annual updates are made by Council to ensure any legislative changes that may affect items that are delegated from Council to members of staff. A number of updates were provided, which can be seen in full at the .
Scheduling of Submissions Committee meetings
Scheduling of a Submissions Committee meeting to hear verbal submissions for the City Reserves Planning Project was agreed to be held on Wednesday 12 October at 3.30pm at the Colac Otway Performing Arts Centre.
Report of Informal Meetings of Councillors
Informal Meetings of Council were reported on, including a Friends of the Botanic Gardens Committee Meeting, Central Reserve Advisory Committee Meeting and Central Reserve Advisory Committee Special Meeting. Full reports can be seen in the September Council meeting agenda.
Extension of Contract 1954-2: Building Surveying and Inspection Services
Council awarded this contract to The Trustee for W.B.C.S. Family Trust for the period of one year, noting that this is the final year available under the contract.
