Final Peer Review of Floodplain Risk Management Study

Council resolved to endorse the final peer review of the 2018 Wagga Wagga Floodplain Risk Management Study and Plan, noting its outcome shows no findings which would materially change the outcomes of the original 2018 study and plan.

Council resolved to support the recommencement of the original feasibility study for flood mitigation options for North Wagga Wagga and surrounding floodplain area as previously constituted, incorporating a thorough communication and consultation process.

Cleek Street planning proposal

Council adopted planning proposal LEP21/0004 for Cleek Street, Currawarna to amend the minimum lot size provisions for land located at 46 and 60 Cleek Street and 15 Thomas Street, Currawarna.

Gurwood Street planning proposal

Council adopted planning proposal LEP21/0005 for 77 Gurwood Street, Wagga Wagga to include office premises as an additional permitted use.

Holbrook Road planning proposal

Council agreed to provide in principle support for planning proposal LEP21/0006 at 7066

Holbrook Road, Rowan, to amend the Wagga Wagga Local Environmental Plan 2010 land zoning, minimum lot size and urban release area provisions.

Council agreed to prepare an addendum to the application, addressing statutory requirements and site-specific matters and requested the proponent prepare and submit a biodiversity development assessment report, which includes offsets and impacts on future public land.

Administrative changes to Development Control Plan

Council supported the administrative amendments to the Wagga Wagga Development

Control Plan 2010, endorsing the amendments as administrative only, not requiring public exhibition.

RP-5 ADMINISTRATIVE CHANGES TO WAGGA WAGGA DEVELOPMENT CONTROL PLAN 2010

Update to fees and charges

Council agreed to place new fees and charges relating to planning proposals on public exhibition from 23 August 2022 to 20 September 2022 (28 days).

These changes aim to reflect recent updates to the planning proposal process and align Council’s fees and charges to the current Department of Planning and Environment Local Environmental Plan Making Guideline.

RP-6 UPDATE TO FEES AND CHARGES TO REFLECT AMENDED PLANNING PROPOSAL GUIDELINES

Shade infrastructure over playgrounds

Council noted the results of the playground shade protection audit.

Council resolved to endorse the planting of four advanced trees at each playground and set a benchmark of a minimum of 40 per cent of playground areas to be shaded at each playground in the Local Government Area.

Council agreed to allocate funding for the next six financial years inclusive of 2022/23 for the installation of two shade structures per year over playgrounds which do not have 40 per cent shade cover.

Staff will also seek additional funding through grants.

RP-7 RESPONSE TO NOTICE OF MOTION – SHADE SAILS OVER PLAYGROUNDS

Reusable cloth nappy and menstrual product rebate trail

Council agreed to continue the Reusable Cloth Nappy and Menstrual Product Rebate Scheme trial for the 2022/23 and 2023/24 financial year, which offers a rebate of 50 per cent of the purchase price on nappies up to $100 and menstrual products up to $50.

A further report will be delivered to Council to extend the trial to include reusable incontinence underwear.

Revised Public Art Plan 2022-2026

Council noted the results of the public exhibition of the Public Art Plan 2022-2026 and agreed to adopt the revised plan.

RP-9 REVISED PUBLIC ART PLAN 2022-2026

Revised Community Safety Action Plan 2022-2026

Council noted that there were no public submissions received during the exhibition period and agreed to adopt the Community Safety Action Plan 2022 – 2026.

RP-10 REVISED COMMUNITY SAFETY ACTION PLAN 2022 – 2026

Revised All Abilities Inclusion Action Plan 2022-2026

Council noted that there were no public submissions received during the exhibition period and agreed to adopt the All Abilities Inclusion Action Plan 2022 – 2026.

RP-11 REVISED ALL ABILITIES INCLUSION ACTION PLAN 2022 – 2026

Mortimer Place petition

Council received and noted a petition regarding traffic congestion issues at the corner of Mortimer Place and Chaston Street.

Council agreed to refer the matter to a Councillor Workshop in September to consider the issue and will receive a further report at its Ordinary Meeting on 7 November 2022.

RP-12 MORTIMER PLACE PETITION

Children’s crossing – William Street North Wagga Wagga

Council received and noted a report which provided outcomes of consultation with the North Wagga Public School Principal and President of the Parents and Citizens’ Association regarding upgrading the children’s crossing on William Street to a pedestrian crossing.

Council agreed to not upgrade the children’s crossing in William Street at this stage, noting Transport for NSW has developed a draft document Pedestrian crossings – A best practice guideline for local governments which provides guidance for Local Governments who choose to develop their own pedestrian crossing policy.

Council will receive a further report for a pedestrian crossings policy following the finalisation of the draft Transport for NSW.

RP-13 CHILDREN’S CROSSING – WILLIAM STREET NORTH WAGGA WAGGA

Roadside verge gardens

Council agreed to receive a report detailing the concept of roadside verge gardens in operation across several other Local Government Areas, including options for allowing community members to develop and construct roadside verge gardens.

Financial performance report as of 31 July 2022

Council supported the proposed 2022/23 budget variations for the month ended 31 July 2022 and note the balanced budget position as presented.

Council approved the proposed budget variations to the 2022/23 Long Term Financial Plan Capital Works Program including future year timing adjustments and new projects.

RP-14 FINANCIAL PERFORMANCE REPORT AS AT 31 JULY 2022

Concrete works at LMC

Council accepted the tender offer from Excell Gray Bruni for concrete works at the Livestock Marketing Centre sheep yards for the lump sum amount of $1,943,000 excluding GST.

Proposed renew of leases – 36 – 40 Gurwood Street

Council agreed to authorise the General Manager or delegate to negotiate entry into a lease agreement with Relationships Australia and Mission Australia for Council owned property at 36-40 Gurwood Street, Wagga Wagga.
