Hammond Avenue service station
Council resolved to approve a Development Application for the construction of a service station at 232-236 Hammond Avenue.
The service station will include a sales/convenience store building, freestanding car canopy with eight fuel dispensers and a freestanding truck canopy with nine fuel dispensers.

Blake Street planning agreement
Council agreed to a planning agreement for a development at 12 Blake Street.
The agreement includes the provision of public infrastructure in lieu of the Section 7.12 contributions due for the development.
The public infrastructure includes:
- reconfiguration of the existing on-street car parking between Morgan and Forsyth Streets from parallel parking to angle parking
- reconfiguration of existing road design including the installation of new traffic calming devices at either end of Blake Street
- establishment of new line marking and signage including the designation of disabled car parking spaces
- removal of eleven existing trees and replacement with eleven Chinese elms
- replacement and upgrade to 2.5-metre-wide footpaths on the western side of Blake Street
- landscaping and installation of three lights in the Blake Street Council carpark.

Requests for financial assistance
Council agreed to waive $6,619 in tip fees for the Department of Planning and Environment’s planned Tolland Estate clean-up.
Council agreed to waive $626 in ground hire fees for the Cricket NSW Baggy Blues Charity Cricket Match.

Stronger Country Communities Fund
Council accepted a funding offer of $1,571,466 from the Department of Regional NSW for the Stronger Country Communities Fund Round 5 Funding.
Council will use this funding for the following projects/programs:
- Bill Jacob Athletics Centre lighting upgrade – $587,967
- Festival of W – $300,000
- Stadium upgrade at Equex Centre and Bolton Park – $429,209
- Playground shade sails – $112,841
- Pomingalarna Cultural Garden Stage 1 – $141,450
RP-4 NSW STRONGER COUNTRY COMMUNITIES ROUND 5 SUCCESSFUL FUNDING
Budget variations approved
Council approved the proposed 2022/23 budget variations for the month ended 31 January 2023 and the proposed budget variations to the 2022/23 Long Term Financial Plan Capital Works Program, including future year timing adjustments and new projects.
Operating and Capital Budget Variations for 31 January 2023 include:
- Stores – Bar Coding System and Shelving – $13,000
- Learn English and Play Program – $30,000
- Section 7.11 Developer Contribution Plan Review – $50,000
- Keajura Road – Fixing Local Roads Program – $75,000
RP-5 FINANCIAL PERFORMANCE REPORT AS AT 31 JANUARY 2023
Revaluation of property land values
Council noted that the NSW Valuer General has conducted a general revaluation of all parcels of land within the Wagga Wagga Local Government Area.
The new land values will be applied for all properties for the 2023/24 rating year
Councillors noted that Council is only permitted to increase the total rates income by 3.8 per cent for the 2023/24 rating year, as per the Independent Pricing and Regulatory Tribunal allowable annual rate peg percentage.

Traffic management
Council received the minutes of the Local Traffic Committee Meeting held on 1 December 2022, and approved the following installations:
- regulatory traffic facilities on Byrnes Road, Bomen
- regulatory signs and road markings on Mortimer Place and Chaston Street
- signs, road markings and traffic management facilities on Old Narrandera Road and Pine Gully Road
- no parking zone five metres either side of the driveway to 1 Wentworth Street, East Wagga
- no parking 7am-5pm school days zone on the Bourke Street service road, adjacent to and opposite the northern access driveway to Mount Austin Public School
- bus zone on the eastern side of Boorooma Street, north of Messenger Avenue
- refuge islands and regulatory devices associated with the Active Travel Project
- no stopping zone and other prescribed traffic control devices on Hammond Avenue.

Council resolved to appoint Colliers International (ACT) Pty Ltd to provide real estate agency services for the Riverina Intermodal Freight and Logistics hub and the adjoining Special Activation Precinct lands at Bomen.
