Impacts of synthetic turf in public open spaces
Council noted the final report of the independent review by the NSW Chief Scientist and Engineer into the design, use, and impacts of synthetic turf in public open spaces and will wait for the State Government to establish guidelines before actioning further.

Draft Community Net Zero Road Map to go on public exhibition
Council resolved to place the Draft Community Net Zero Emission (NZE) 2050 Roadmap on public exhibition. The intent of the roadmap is to provide guidance to members of our community into the pathways available to engage in climate solutions.
The draft roadmap will be on public exhibition for a period of 42 days from 11 August 2023 and public submissions will be invited until 22 September 2023.

Mortimer Place traffic congestion issues tackled
Council endorsed changes to be made on Mortimer Place in regard to traffic congestion issues at the corner of Mortimer Place and Chaston Street. Changes will include the installation of angled parking bays, reinforced concrete footpath and the installation of regulatory signs and line marking.

Electric vehicle charging on public land policy adopted
Council adopted the Electric Vehicle Charging Infrastructure on Public Land Policy (POL 054) after receiving and noting submissions that were made during the public exhibition of the draft policy.

Draft Arboreal Mammal Management Plan to be placed on public exhibition
Council endorsed placing the draft Arboreal Mammal Management Plan on public exhibition for a period of 28 days from 10 August to 7 September 2023.
Public submissions are invited during that period, after which a further report will be presented addressing any submissions made in respect of the draft plan.
Identified as an action from the Biodiversity Strategy: Maldhangilanha, the draft Plan aims to protect, enhance, and increase targeted arboreal mammal habitat in the LGA, in turn increasing population numbers. Managing these threatened species will also benefit other threatened species that use similar habitat such as the Glossy Black Cockatoo, Superb and Swift Parrots, Grey-crowned Babbler and other non-threatened species including Brush-tailed Possums, Ring-tailed Possum and many more.
Council’s main role will be to manage its own land effectively, but it can also play a role in promoting government programs to the general public and key landholders.
RP-3 DRAFT ARBOREAL MAMMAL MANAGEMENT PLAN
Road and Suburb Naming Policy updated
Council endorsed placing the draft ‘Road and Suburb Naming’ Policy (POL 047) on public exhibition for a period of 28 days from 11 August 2023 to 8 September 2023 and invite public submissions until 22 September 2023 on the draft Policy.
Additionally, Council endorsed renaming Merino Road Bomen to Pomeroy Drive in line with the provisions of this policy.
The purpose of this Policy is to outline a clear set of guidelines for road and locality naming and renaming with appropriate reference to legislative requirements and Geographic Names Board Guidelines. The purpose of the review is to introduce additional themes for consideration and to update the policy to enhance usability, legibility and ensure compliance with legislation.
More specifically, the review proposes that the surnames of those killed or injured in the Kapooka Tragedy that occurred in Wagga Wagga on 21 May 1945 be used as the first component of the street naming protocol in the Wagga Wagga Special Activation Precinct (SAP). Twenty-six soldiers were killed in the largest loss of life in a single training exercise as a result of an explosion. Two soldiers survived the accident.
The Wagga Wagga SAP is an area at Bomen which will provide land for industrial and logistics purposes for many decades. Most of the SAP area is greenfield land and the first new subdivisions are currently being constructed.
This initiative will provide a mark of respect to those killed and another strong connection between our city and the Australian defence family.
Colonel Tim Stone, Commanding Officer of Kapooka has supported the initiative by letter dated 20 March 2023. To commence the protocol, it is proposed that Merino Road be renamed Pomeroy Drive.
Following the public exhibition period, a further report will be presented addressing any submissions made in respect of the draft policy.

Kooringal Tennis Club community licence continues at Henwood Park location
Council endorsed entering into a Community Licence with Kooringal Tennis Club Inc. over part of the land located at Henwood Park, 319 Lake Albert Road, Wagga Wagga.

New Year’s Eve plans in motion
Council endorsed delivering New Year’s Eve community events in December 2023, 2024, and 2025 at Lake Albert, within Council’s allocated budgets. Council has had a budget allocation for sponsorship of the New Year’s Eve event tied to an EOI process for the past years and in the 23/24 financial year this allocation is $57,964 (excluding GST).
Since 2013 Council has sponsored a New Year’s Eve (NYE) event to external parties, with the exception of 2019 and 2020 when Council was unable to secure an appropriate organiser and Council itself delivered alternative entertainment for the budget available. Through Council’s Expression of Interest (EOI) process the past two years NYE events have been delivered by an external provider. The current EOI process for the 2023, 2024 and 2025 NYE events has not received any interest.
Council staff will deliver a scaled back New Year’s Eve community event for the next 3 years at Lake Albert within Council’s allocated budget noting that if there is an unsolicited viable external approach to Council for the delivery of the 2024 or 2025 NYE events, staff will report this to Council for consideration.
