Local Government NSW Conference report
Council noted a report on the 2022 LGNSW Annual Conference by the Mayor of the City of Wagga Wagga Councillor Dallas Tout, Councillor Foley and Councillor Kendall who attended the conference in Sydney at the end of October.

Cat containment
Council noted a report providing a response a Notice of Motion regarding cat management.
The report notes that, under the Companion Animals Act 1998, cats can roam freely except in designated wildlife protection areas or public areas where food is prepared or consumed.
Council currently has limited powers related to the management of cats. Cat management will continue to prove challenging until the NSW Government amends the Companion Animals Act to allow councils to impose stricter control measures or cat curfews.
As requested, Council staff have written to the Office of Local Government and Local Government NSW regarding this issue.
Council will now write to the relevant minister asking to be part of the ‘Keeping Cats Safe at ³Ô¹ÏÍøÕ¾’ program.
RP-1 RESPONSE – NOTICE OF MOTION – CAT CONTAINMENT
Electric Vehicle infrastructure
Council received a report in response to two Notice of Motions regarding electric vehicles (EV) and their associated charging infrastructure.
The report outlined the various State and Federal initiatives related to electric vehicles and how Council can encourage and support the increased usage of electric vehicles.
Council will now prepare a policy regarding EV charging on public land and endorse participation in the NSW Destination EV Charging Grants.
RP-2 RESPONSE TO NOTICE OF MOTION ON ELECTRIC VEHICLES AND CHARGING INFRASTRUCTURE
Southern Growth Area – ‘Sunnyside’ planning proposal
Council agreed to support planning proposal LEP21/0001, known as Sunnyside, to amend Wagga Wagga Local Environmental Plan 2010 land zoning, minimum lot size and urban release area provisions for 456 and 474 Plumpton Road.
Council will now submit the planning proposal, with amendments, to the NSW Department of Planning and Environment for Gateway Determination, and prepare a report regarding finalising a Residential Housing Strategy by the end of 2023.

Planning proposals: update to fees and charges
Council noted the results of the public exhibition for the new and updated fees and charges for planning proposals, and will now adopt the new fees and charges from 28 November 2022.

Collingullie Oval Netball Court Upgrade
Council agreed to contribute $50,000 to the Collingullie Glenfield Park Football Netball Club towards the upgrade of the netball facility at Collingullie Oval.
Collingullie Glenfield Park Football Netball Club will be responsible for all other costs towards the project.

Community Engagement Strategy
Council adopted the draft Community Engagement Strategy 2022 after noting there were no public submissions received during the exhibition period.

Fraud and Corruption Control Policy
Council noted there were no submissions received during the public exhibition period for the Fraud and Corruption Control Policy, and agreed to adopt the policy.

NSW Public Libraries Association SWITCH 2022 Conference
Council appointed the Mayor of the City of Wagga Wagga Councillor Dallas Tout to attend the NSW Public Libraries Association SWITCH 2022 Conference being held in Albury 8-11 November 2022.

Floodplain Risk Management Advisory Committee
Council endorsed the recommendations contained in the minutes of the Floodplain Risk Management Advisory Committee Meeting held on 13 October 2022, and will commence expressions of interest for four co-opted members to the committee.

Council agreed to enter into a Licence Agreement with Lake Albert Pony Club Inc for 348 Mitchell Road, Lake Albert (being Lot 202 in DP 48278).

Council agreed to negotiate a further extension to the Licence Agreement with the owner of 131 Farrer Road, Boorooma (Lot 28 DP 1173054).

Ready-mix concrete supply
Council accepted the tender and will now enter into a contract with EB Mawson & Sons Pty Ltd trading as Milbrae Concrete (ABN: 14 004 519 617) for the provision of ready-mix concrete and associated products.
