Heworth Holdings Group (‘Heworth’) and its project partners are seeking answers from Transport for NSW (TfNSW) over the intended use of the DA-approved Balmain Leagues Club development site at Rozelle – following an announcement that the NSW State Government had awarded lead-in tunnelling works for the Western Harbour Tunnel (WHT) to a joint-venture between John Holland and CPB Contractors.
The landmark site which fronts Victoria Road, Darling Street, and Waterloo Street in Rozelle, was acquired by TfNSW in May 2021, to use as a tunnelling ‘dive site’ for the WHT project, but it is now uncertain if it will be actually required, given the awarding of the Southern Tunnelling Works as a modification of the Rozelle Interchange Contract.
“For the sake of Heworth, the Balmain Tigers, their members and the local community, we are asking TfNSW to ‘come clean’ on what it plans for our site. This 4-year saga has gone on for too long and everyone involved in the project has suffered immensely,” Heworth Head of Property, Christopher Walsh, said today:
“Our development is DA-approved and shovel-ready, but once TfNSW advised they required the site for the WHT project, we were forced to stop critical development activities, including design development works, contractor procurement, and sales and marketing, at a time when we were ready to commence off-the-plan sales. It’s all been put on hold.
“The project has stalled, we, as developers have suffered enormous financial losses, hundreds of jobs are at risk and unfortunately for the Club, we have been prevented from providing the Balmain Tigers with their new home.”
The Heworth development, with an end value exceeding $400 million, includes a new public town square and new laneways; a community arts studio; 3 x levels of car parking; communal open spaces; rooftop landscaping and green walls; 167 residential apartments; commercial space including ‘live/work’ units; a supermarket and specialty retail and the new Balmain Tigers Leagues Club built on the lower levels of the complex.
“The community is angry and frustrated that the ongoing the delays to the WHT have jeopardised the reconstruction of the Club. It’s long been suspected that the an alternate ‘dive site’ was being considered for the WHT. It’s time for TfNSW to give us the answers we need and a firm commitment on what their plans are for the site,” Mr Walsh said.
